Karen Purser – Local Government Specialist | Strategic Advisor | Community Advocate
Karen is a highly experienced local government professional with 25 years of experience in metropolitan councils, as well as state and tertiary sectors. Her work spans strategic planning, governance, organisational development, Integrated Planning and Reporting (IP&R), and community engagement.
Karen is known for her ability to navigate complex environments, build trusted relationships, and deliver practical, evidence-based solutions. As a former Manager of the Council Engagement Team at the NSW Office of Local Government, she worked closely with 126 councils and Joint Organisations across the state—liaising with Mayors, General Managers, and government agencies to drive better outcomes for communities.
Now semi-retired, Karen offers consultancy and locum services to regional and rural councils. Her expertise includes grant writing, policy development, performance improvement, and filling key roles during recruitment transitions. She is passionate about supporting councils to strengthen governance, engage meaningfully with their communities, and deliver on their strategic goals.
Whether helping to build organisational capacity, facilitate partnerships, or guide councils through reform, Karen brings a calm, strategic presence and a deep understanding of how to get things done in local government.
